Why the first day in Loudoun is decided by paperwork

Campus security in Ashburn is mature and strict. Before a crew member can work a shift, the campus requires background-check results, a site-specific badge, completed safety orientation and, on some campuses, additional screening with its own lead time. We submit every required document on the day the scope is signed. Badging lead time at the specific campus is typically the variable that decides when the crew first enters the building, and it is the only variable we can shrink by acting early. A scope signed on Monday means paperwork submitted on Monday, so the badge process runs in parallel with travel planning rather than sequentially after it.

Inter-building fiber on Loudoun campuses is high-count ribbon cable. Ribbon splicing requires a different fusion splicer and a different technique than single-fiber work; a general cabling crew handed a ribbon scope can add a week or more in equipment gaps and re-mobilization.
